Resolution opposing the University of California demolishing rent-controlled housing without replacement

WHEREAS, in July 2021, despite overwhelming community opposition, the Regents of the University of California voted to demolish 1921 Walnut Street in Berkeley, an occupied 8-unit rent controlled apartment building, without comparable replacement of the rent-controlled units or enough compensation to the tenants for them to afford to remain in the neighborhood for the long term, and

WHEREAS, state policy currently requires housing development that demolishes rent controlled apartments to replace the demolished units with new units and offer them to the former residents, but UC is exempt from this policy, and

WHEREAS, putting tenants in fear of losing their homes unnecessarily pits the housing needs of students against those of the surrounding community, and creates opposition to future projects, undermining the ability of UC to build enough student housing,

THEREFORE BE IT RESOLVED, that the California Democratic Party supports the University of California avoiding demolishing rent controlled housing unless replacement rent controlled units are built and offered to the existing tenants, and

BE IT FURTHER RESOLVED, that the California Democratic Party supports the University of California prioritizing using its existing vacant land to build student housing to match the growth in enrollment.
